Purpose of This Appendix
This appendix establishes the governance framework to protect The Alliance’s independence, credibility, and integrity. It exists to provide clarity for sponsors, partners, agencies, and stakeholders and to ensure a consistent understanding of how sponsorship relates to the Alliance’s mission and operations. This appendix is reference material and is not intended to restate or reframe the narrative presented in the main packet.
Independence and Integrity of the Alliance
The Leadership Alliance operates as an independent, mission-driven organization. Decisions regarding educational content, implementation guidance, findings, positions, and strategic direction are developed and maintained by The Alliance. Sponsorship supports the work while the Alliance retains responsibility for how that work is designed, delivered, and evaluated.
Sponsorship and Non-Endorsement
Sponsorship of The Leadership Alliance does not imply endorsement of any product, provider, service, treatment approach, or commercial offering. Sponsorship reflects support for the mission and the advancement of prevention-first, system-aware approaches across public safety.
No Influence Over Content, Findings, or Recommendations
Sponsors do not influence curriculum, research priorities, findings, recommendations, or implementation guidance. The Alliance retains sole responsibility for the substance and direction of its work, informed by evidence, standards, professional judgment, and system needs.
Financial Scope and Limitations
Sponsorship funds are used to support education, implementation assistance, convening, and system-alignment efforts consistent with the Alliance’s mission. Sponsorship is not intended to replace agency operating budgets, fund ongoing programs indefinitely, or serve as a substitute for employer, insurer, or governmental responsibilities.
No Product, Provider, or Service Alignment
The Leadership Alliance does not enter into promotional, preferential, or exclusive alignment with specific products, providers, vendors, or services. Sponsorship does not create preferred status, referral pathways, or commercial association with specific clinical, operational, or commercial offerings.
As part of its educational and implementation work, the Alliance may evaluate, reference, or discuss programs, facilities, models, or systems as examples of established standards, benchmarks, or best practices. Such references are used solely for educational purposes, comparative analysis, and system evaluation, and do not constitute endorsement, certification, or ongoing affiliation.
Evaluation and vetting activities are grounded in objective criteria, professional standards, and system requirements, and are applied consistently across organizations. The Alliance retains discretion to update, revise, or discontinue the use of any example as standards evolve or new information becomes available.
No Preferential Access or Advantage
Sponsorship does not confer access to decision-making, internal deliberations, agency selection, or priority consideration. Participation levels reflect support for the mission and appropriate recognition.
Agency Assistance and One-Time Support Clarification
In some cases, sponsorship may enable time-limited assistance to help agencies overcome initial implementation barriers. Such support is catalytic and intended to help agencies build momentum. It does not create ongoing financial commitments or long-term dependency.
Governance and Accountability
The Leadership Alliance maintains internal governance structures to manage conflicts of interest, ensure ethical stewardship of resources, and preserve public trust. Sponsorship relationships are reviewed to ensure alignment with the mission and adherence to these governance standards.
Use and Placement of This Appendix
This appendix is an integral part of the Sponsor Packet and must accompany the packet whenever it is shared. It is intended to be reviewed in the context of the full document.
